This is a very small black subdued American flag with a blue line reflective decal/sticker.
Please note that the black is not reflective.
The flag is printed with non-reflective black on reflective vinyl. The color black does not reflect, but the stars and bars will reflect a silver or white color when light is shined on it in the dark.
The blue line is also reflective
